Let love blossom from within

Commissioner Tzong-huu Kang

As early as three decades ago, a new chapter of life had begun for me; a chapter that revolves closely around the education in Taipei City. Since then, I have taken on numerous roles on my civil service career path, starting from the Section Assistant, Sub-division Chief, Specialist followed by the position of Division Chief. I had served as the Principal in two Taipei vocational high schools before returning to the Department of Education to assume the post of Assistant Commissioner. All these years in the civil service sector allowed me to interact closely with children, teachers, parents as well as administrative colleagues. I enjoyed listening to their thoughts and comments; they served as my window into the education in Taipei City as well as the test strip to better understand the needs of the base level officials. I am honored to take on the position of Commissioner despite the hefty responsibilities it will bring. My tie with education is now ever more intertwined!

Many people are concerned about the future development of education in Taipei City. For me, my image of education is: campus filled with trees that are prolific in fruits and love from teachers, parents and classmates.  These loves are then converged to form a greater love for the whole society.
The future of Taipei City’s education will build on the solid pedestal laid by the commissioners before me; the Department of Education will also embark on the following three focal points of education development:
1.) Equal emphasis on the Five Disciplines (moral, intellectual, physical, social and aesthetic culture) to create a ground for healthy learning
2.) Aptitude-led developments, achievements in multiple fields
3.) Encourage innovative thoughts to connect with the global community
All these followed by the execution and implementation of the major educational policies to create "A Novel Quality Education in Taipei City and at the same time, fulfill the goals of Education 111(One Specialty Per School, One Skill Per Student and No One Neglected)"!

As for the future, the Department of Education will push for the execution of these major tasks:
1.) Continue the plan of “ One Textbook Chosen From Many, With One
Syllabus”, along with the implementation of “Greater Taipei Area Joint Entrance Examination Plan”
2.) Launch the “Northern Star Plan” in harmony with the “Examination-free Senior and Vocational School Enrollment Plan” as proposed by the Ministry of Education.
Past educational policies that have shown positive results will also be continued. For example: the selection and appraisal of quality schools, the promotion of “Education 111” and school certification, strengthen moral education. In addition, in response to the trend of globalization, my administration will take an active role in fortifying the basic capabilities of students to enhance their competitiveness globally. In the meantime, the Department is in the process of promulgating "Education White Paper", “Global White Paper on Education”, “Physical Education White Paper” “IT Education White Paper”, and amending the “Gifted Education White Paper”, which is expected to complete in the later half of the year. These will be beneficial to the development of various types of education in Taipei City. Together they will bring about a more holistic, long-term and systematic change to the different educations in Taipei City as well as serving as the functioning and planning/guidance mechanism. Lastly, we will continue to battle against the epidemic, pay more attention to safety education, ecological education and life education while at the same time fostering a sport for all mentality and establish a perfect system for life-long education. All these measures are taken with one goal in mind: Help Taipei City to "seamlessly integrate" with the international communities provided that steady growth and sustained development continues.

I expect each and every one of the education personnel in Taipei City to foster love from within. Together, we will build a harmonized ground for education. Let our teachers demonstrate “Love Education”, let our parents demonstrate: “Love of Benevolence” and our students demonstrate: “Love for Each Other”. This can be best exemplified by the demonstration of self-reflection, gratitude for others, willingness to share and give back. Lastly, through the corporation of educational groups, let schools be filled with love and let that love spread from campuses to every corner of our community. May our society come together as one on the principle of “Love and Care” and let love blossom!
