Mayor Chiang Wan-an Attends Beam Raising Ceremony for the land superficies-established project at the Former Site of the Xinyi District Administrative Center; City-Owned Land Revitalized to Further Upgrade Taipei's Financial and Business Corridor
Nan Shan Life Insurance, the land superficiary of the Taipei City Government's development project, "Land Superficies Case on City-Owned Land No. 32 and 33-2, Section 4, Xinyi District, Taipei City," held a beam raising ceremony this morning (March 5, 2026) at an auspicious time. Mayor Chiang Wan-an, Commissioner Hu Hsiao-lan of the Department of Finance, and Chairman Yin Chung-yao of Nan Shan Life Insurance, among others, participated in the blessing ceremony. The ceremony was a complete success, marking the next stage of the development. In his speech, Mayor Chiang stated that this project is not only the first benchmark case in Taipei City combining "land superficies establishment" and "reconstruction of dilapidated and old buildings," but also symbolizes that the Xinyi District business corridor will enter a new era of top-tier smart commercial office space. Once completed and operational, the project is expected to create over 2,800 job opportunities for Taipei City. Furthermore, this project aligns with the city's energy conservation and carbon reduction policies and net-zero emissions goals. It is also planned and designed with Green Building Label Gold, Smart Building Label Silver, and Seismic Resistance Label certifications. By including YouBike public bicycle rental stations and electric vehicle parking spaces, it extends the comfortable green network of Xinyi Plaza, creating a high-quality, safe, and intelligent business space in Taipei, marking a further upgrade in Taipei's urban competitiveness. Commissioner Hsiao-Lan Hu of the Department of Finance further expressed that this project is located within the Xinyi commercial district. Nan Shan Life Insurance acquires the development rights through a land superficies agreement and will construct a 30-story office building above ground and three basemeny levels on a site of over 7,000 square meters. This will provide more opportunities for top talent, stimulate consumption in the surrounding commercial district, efficiently connect the Xinyi District's business corridor, and inject strong momentum for upgrading. Furthermore, during the surface rights period, this project will generate approximately NT$15.9 billion in royalties, which not only promotes the utilization of municipal land and increases the city's fiscal revenue, but also attracts private sector investment to drive industrial development, achieving multiple goals such as "revitalizing public assets," "sound fiscal policy," and "promoting economic development." In the future, the Department of Finance will uphold its professionalism and efficiency in municipal property development, continuing to launch potential and high-quality development projects, and sincerely invite private partners to actively participate and jointly plan for a new era of prosperity for Taipei City.
