Enhance the Monitoring of Cases of Abnormal Imputation so as to Crack Down on Motor Vehicle Scalpers

From July 1st, 2023 to November 23rd, 2023, the Taipei City Traffic Adjudication Office (hereinafter referred to as the Adjudication Office) handled approximately 190,000 cases on violation imputation. The Adjudication Office reviews and enhances the monitoring of situations with abnormal imputations in accordance with the law. If it is found that the number of cases of imputations under a certain ID No. is comparably higher to an abnormal amount, the cases will be transferred to the police for investigation, so as to crack down on motor vehicle scalpers.

According to Article 85 of the Road Traffic Management and Penalty Act, the person being punished shall provide relevant evidence or proving documents of the accused party and apply for imputation at the charging authority before the final reporting date. Provided that the documents are complete, the Adjudication Office will handle and review the case. If the person responsible does not deny driving, then the imputation process is complete.

Being clearly aware of not being the driver, yet lending one’s driver’s license to others for traffic violation demerits is an act of impersonation, which involves the offenses of forgery under the Criminal Code. The Adjudication Office asks the public to not personally test the law, to not believe in the rumors on the Internet, spending huge amounts of money and end up being a fool and having to bear criminal liability.
