Public-Private Partnerships and Talent Development Go Hand in Hand! Taipei City Strengthens PPP Training to Advance Sustainable Public Infrastructure
To enhance the effectiveness of promoting Public-Private Partnership (PPP) projects in public infrastructure, the Taipei City Government Department of Finance (DOF) organized two professional training sessions in August, including a PPP Personnel Certification Program and a PPP Contract Management Course. The courses aimed to strengthen the practical knowledge and skills of government officers, building the core competencies required from project solicitation to contract execution. Through systematic curriculum design, the City is also actively guiding officials to obtain PPP professional certifications, with the long-term goal of ensuring that all Taipei PPP projects are managed exclusively by certified personnel. In the first half of 2025, Taipei City successfully concluded contracts for eight PPP projects, with total private investment reaching NT$8.8 billion. Looking ahead to the second half of the year, as of the end of July, three projects have been announced for investment solicitation: the Xiushan Long-Term Care BOT Project, the Min’an Public Urban Renewal Project in Zhongshan District, and the Y23 MRT Station Joint Development Project, Circular Line North Section. Among them, the Xiushan Long-Term Care BOT Project addresses the urgent need for long-term care facilities in Taipei’s aging society. The project will provide 400 long-term residential care beds and a 60-capacity daycare center, while integrating healthcare and wellness industry development into the park. By adopting the Continuing Care Retirement Community (CCRC) concept, it will serve as a benchmark for comprehensive, localized elder care in the city. The DOF noted that in 2024, the Taipei City Government was awarded first place in the PPP category and second place in the private investment category of the Ministry of Finance’s Excellence in PPP Promotion Awards. To further advance PPP development, the City is not only continuing to expand its evaluation of potential investment projects but is also placing strong emphasis on contract management. Currently, Taipei has more than 60 PPP projects under contract execution, with management undertaken by the respective agencies. To assist officials in identifying key issues, strengthening risk management, and enhancing communication and coordination, the City will continue to reinforce professional training, thereby improving the quality and efficiency of public-private cooperation. Looking forward, the DOF emphasized that Taipei City will continue planning more practice-oriented training programs tailored to different personnel needs, as well as organizing diversified workshops and seminars. Through the cultivation of professional, cross-disciplinary, and well-rounded talent, the City seeks to build high-quality, sustainable public infrastructure that meets the expectations of its citizens.
