The reconstruction project for Yong-Fu Home of the Taipei Municipal Yang-Ming Home for the Disabled was marked by a groundbreaking ceremony on the morning of May 27, 2026, presided over by Lin Shih-bin, Deputy Secretary-General of the Taipei City Government. Together with distinguished guests, those attending offered prayers for a safe and smooth construction phase and for the project to be completed on schedule and to the required quality, creating a safe and sustainable welfare facility with enhanced service capacity.

Ming-Shen Kao, Chief of the Public Works Section of the New Construction Office, Public Works Department, Taipei City Government, stated that the original Yong-Fu Home building had been in use since 1982. It was a residential welfare institution for persons with disabilities with one basement level and six above-ground floors, originally planned to accommodate 172 beds. After a seismic evaluation was completed in 2018, both the chloride ion content and the level of concrete carbonation were found to exceed standards, and structural safety concerns had already emerged, including corroded reinforcing steel, wall cracks, and concrete spalling. Coupled with the continued growth in demand for disability care services in recent years, the city proceeded with the reconstruction of Yong-Fu Home in order to ensure residential safety for service users and improve overall care capacity. The original building was demolished in July 2024. The reconstruction site covers approximately 5,502 square meters and is planned as a modern welfare building with two basement levels and seven above-ground floors. Upon completion, the ground floor will include a lobby, a community activity center, a kitchen, a laundry room, an audiovisual classroom, a sensory classroom, a computer classroom, an examination room, and storage space. Floors two through seven will be planned for bedrooms and living areas, activity rooms, rehabilitation rooms, nursing and administrative office space, and meeting rooms, together with well-equipped common service areas and related mechanical rooms. A healing garden for residents will be planned on the roof. The basement levels will be used for temporary pick-up and drop-off, parking, an air raid shelter, and mechanical rooms, improving overall circulation safety and usage efficiency.

Fu Chung-kai, Director of the Shilin Office under the New Construction Office, stated that after reconstruction, Yong-Fu Home’s service capacity will increase to 196 beds. A dual-operator management model will be adopted, and under the principle of shared use of common spaces, the project will gradually promote the community-based development of services, providing persons with disabilities with more comprehensive, diverse, and humane care services. The project also incorporates the site’s topography and reduces its impact on the natural environment. It is planned to obtain a Gold Green Building Label, introduce smart equipment and energy-saving materials, and adopt structural design standards equivalent to those of a medical center for seismic resistance, comprehensively improving building safety, convenience, and comfort while implementing energy-saving and carbon-reduction policies and creating a welfare facility that combines sustainability, intelligence, and safety.

Director Fu further explained that the project was officially awarded on January 6, 2026, and is being jointly undertaken by Wan Ding Engineering Service Co., Ltd. and Hao Zhi Engineering Co., Ltd. Construction began in April 2026, with a construction period of 1,430 days, and is expected to be completed by April 2030. Once opened, it is expected to relieve the current overcrowding at the Taipei Municipal Yang-Ming Home for the Disabled, expand service capacity, and achieve the goal of building a safe, sustainable, and smart Yong-Fu Home.
