New Construction Office’s Vocational Development Institute Mechanical Engineering Building and Dormitory Reconstruction Project Wins Honorable Mention at the Ministry of Labor’s Outstanding Construction Golden Safety Award
Through exceptional safety management and exemplary construction quality, the “Reconstruction Project for the Former Mechanical Engineering Building and Student Dormitory of the Taipei City Vocational Development Institute,” implemented by the New Construction Office of the Taipei City Government’s Public Works Department, has been awarded Honorable Mention in Category E of this year’s Outstanding Construction Golden Safety Award. The recognition highlights the city government, the design and supervision units, and the construction team for their strong commitment to and thorough implementation of construction safety and high-quality project delivery. The award-winning project is designed and supervised by KHL Architects & Planners, with project management undertaken by EKUO Architects. Construction is carried out by Sansin Builders Co., Ltd. and Yung Long Enterprise Co., Ltd. Located at No. 301, Shidong Road in Shilin District, the site is divided into northern and southern sections and comprises three major new buildings: the “New Vocational Skills Building,” the “Vocational Exploration and Continuing Education Center,” and the “Municipal University Dormitory.” Upon completion, the project will provide professional training facilities for fields such as information and communications technology, electric vehicles, refrigeration and air-conditioning, multimedia, and senior-care industries. It will also add 484 comfortable and inclusive dormitory beds, substantially enhancing Taipei City’s capacity to cultivate skilled technical talent. In terms of project management and safety protection, the project further demonstrates strong foresight and a high level of technological integration. The construction team implements an occupational safety model featuring top-down policy direction and bottom-up management, and underwent multiple inspections by the Mayor, Deputy Mayor, and heads of various city departments, underscoring the joint commitment of the public and private sectors to achieving zero accidents. In addition, the project proactively incorporates smart technologies such as CCTV, AI monitoring, electronic fencing, facial-recognition access control, and anti-tampering alarm systems. Building Information Modeling (BIM) is also utilized for scaffolding simulations and safety analyses, significantly enhancing risk identification and prevention capabilities. The construction site also fully implements 6S management and the PDCA safety and health cycle. Before the commencement of major works, the team completed high-risk tasks such as relocating electrical transformer boxes, repairing retaining walls, and installing excavation supports to ensure a safe working environment. Ongoing pre-construction training and occupational safety courses are also conducted to strengthen personnel awareness and adherence to standard operating procedures. The New Construction Office noted that this project centers on “safety, quality, and professionalism.” Through the integration of smart management systems and the full engagement of all personnel, the project has been making progress smoothly on the foundation of zero-accident safety and earned recognition from the Golden Safety Award. The Office further noted that it will continue to promote construction-safety technologies and enhance management efficiency, with the aim of delivering public infrastructure that is safer, more user-friendly, and more forward-looking for the citizens.
