On the afternoon of Monday, July 13th, 2026, the Department of Finance of the Taipei City Government hosted the Investment Promotion Seminar for the " ROT Project for Free-of-Charge Space provided by Superficies at the Former Taipei City Council Site ". Aimed at providing investment information and fostering dialogue with potential investors, the event attracted enthusiastic participation from diverse industry representatives, including exhibition, cultural arts, tourism/leisure, and real estate development sectors. The seminar concluded with highly productive exchanges and a resounding success.

Hu Hsiao-lan, Commissioner of the Department of Finance, stated that the core objective of this project is to leverage public-private partnerships (PPP) to attract the innovative thinking and operational highlights of professional private management teams. This seminar focused on outlining key terms and conditions of the tender documents. Through dialogue with the market participants, the Department of Finance gathered extensive feedback from potential investors. These valuable insights will serve as a crucial reference for drafting the official tender documents, thereby enhancing the project’s feasibility and investment attractiveness. Together, the public and private sectors will revitalize the city government's designated space, creating a new urban landmark that blends deep historical-cultural heritage with innovative vitality.

The Department of Finance stated that the project site (floors 1 to 8, with a total floor area of approximately 7,679 square meters) boasts a premier location adjacent to Taipei Main Station. The project is being promoted under the ROT (Rehab-Operate-Transfer) model of the Act for Promotion of Private Participation in Infrastructure Projects . By introducing private resources and professional management capabilities, the project aims to integrate diverse functions such as cultural exhibitions, tourism services, smart technology, and innovative experiences. This will not only shape Taipei’s historical memory, future vision, and cultural identity, but also further elevate the city's cultural tourism competitiveness and international visibility.

The Department of Finance announced that the project is scheduled for an official tender announcement in the fourth quarter of 2026. Enterprises with outstanding operational track records are cordially invited to actively bid and participate. Together, we can build a new paradigm for Taipei's urban development and unlock new opportunities for the cultural and tourism industries.
